Complete the introductory quest called Salvage and Salvation
Once you’re in free roam again, head over to where Spider is located
You’re going to have to wait until the conversation is over, which is quite lengthy — grab a snack or something
Then, once you talk to Spider, he’s going to grant you the Ahoy and Aweigh quest
After you complete it, head over to the H.E.L.M. space
Interact with the Star Chart to obtain the Captain’s Atlas, as well as the Sails of the Shipstealer quest

This marks the start of the Season of Plunder seasonal quest, as well as unlocking a new activity called Expedition.
